US: North Korea was behind murder of Kim Jong Un's brother

North Korea also said it's willing to hold "candid" talks with the United States to discuss the issues of "denuclearization" and normalizing ties.

Seoul's delegation met Kim Jong Un, his sister Kim Yo Jong, Kim Jong Un's wife and other officials on Monday, said Kim Eui-kyeom, a spokesman for the South's presidential office.

On Tuesday, North Korea's leader Kim Jong Un in a rare meeting with South Korean officials said North Korea would be willing to disarm its nuclear arsenal if military threats against the country were dropped, according to a statement released by the office of South Korean President Moon Jae-in.

This has been seen in the past to mean the removal of the 28,500 U.S. troops stationed as a deterrent against the North in South Korea and a halt to annual U.S. -South Korean military exercises that the North claims are invasion preparations. If a grand deal can be hammered out that caps the North's nukes, facilitates inter-Korea reconciliation, gets Pyongyang to open its economy and lifts sanctions, then it could truly transform the Korean peninsula and East Asia as a whole.

But the sudden thaw could also pave the way for talks between Kim's regime and the Trump administration and bring about a reprieve in the months of acute tensions on the Korean Peninsula.

And the reality of the New Trump Era is that avoiding an unnecessary second Korean War would count as a major foreign policy victory for both Washington and Seoul.

Chung and National Intelligence Service chief Suh Hoon will visit the U.S. this weekend to explain the outcome of their trip to the White House. Six-party talks, grouping the two Koreas, Russia, China, Japan and the U.S., and offering the North security and economic benefits in exchange for denuclearization, broke down almost a decade ago.

U.S. President Donald Trump on Tuesday expressed optimism regarding the developments, saying "statements coming out of South Korea and North Korea have been very positive", Channel News Asia reported.

A series of six-party talks have been held since North Korea decided to withdraw from the Nuclear Non-Proliferation Treaty (NPT) in 2003.

Asked if he had any preconditions for talks, Mr Trump said, "I don't want to talk about it. We're going to see what happens".

Trump had earlier welcomed progress in inter-Korean talks on his Twitter page.

Previous US talks with North Korea have come to nothing and there has been no comment from Pyongyang itself.

He added that Kim and South Korean President Moon Jae-in would meet face-to-face at the end of April in the joint security area of Panmunjom.

Kim Jong Un knows that the only thing guaranteeing his regime's survival is his nuclear weapons - and that the only thing guaranteeing his destruction is using them. The World is watching and waiting!

"While there maybe a few rounds of U.S. -North Korea talks given the North's willingness to freeze its testing program, this is unlikely to evolve into a sustained diplomatic process that leads to denuclearization", they said. That ominous technological breakthrough would put cities like Los Angeles and even New York in striking distance of a hostile regime, something that is unthinkable to many in the West Wing. "It starts with North Korea freezing its current [nuclear] program".

"Our goal is denuclearization".

Diplomacy would seem a better option, but Trump has made clear that unlike his predecessors, he will not let the situation "fester".

North Korea used the chemical agent VX to assassinate Kim Jong Nam, the U.S. State Department said Tuesday.
