President Moon Jae-in returned home Thursday after his two-day visit to Vladivostok for a regional economic summit and talks with other global leaders, including his Russian counterpart, on ways to rein in North Korea's nuclear and missile developments.

While criticizing the North's sixth nuclear test, allegedly of a hydrogen bomb, on Sunday, the Russian leader maintained a lukewarm position, saying that pressure and sanctions alone can not solve the problem.

Nikki Haley, the US ambassador to the United Nations, requested that the Council vote on the draft resolution on September 11, but Russia's United Nations ambassador, Vasily Nebenzya, said that date might be "a little premature".

Beijing and Moscow are both veto-wielding permanent members of the UNSC.

The meeting, held on the sidelines of the Eastern Economic Forum in Vladivostok, comes four days after North Korea conducted its sixth nuclear test, which drew worldwide condemnation.

"It is impossible to scare them", Putin said, according to the news agency.

South Korean officials say THAAD will strengthen the country's missile defenses, which now rely on Patriot-based systems, and will deter North Korea, which has missiles that can be fired from road-mobile launchers or submarines.

Now that a North Korea's nuclear threats hang over the South, Seoul should pursue diplomatic and security policies to open up a new horizon.

South Korea has carried out military drills since Sunday's nuclear test. He added, "we hope that Japan and South Korea and also Japan, South Korea, and the United States are able to cooperate".
