Both Russia and China reiterated their proposal that the US and South Korea freeze all military drills - which anger North Korea - and asked for a halt in the deployment of the controversial anti-missile system Thaad, in exchange for Pyongyang's cessation of its weapons programmes.

Both countries evidently view a complete oil embargo or authorizing the use of force to interdict and inspect ships headed to or from North Korea as crossing their red lines. Seoul, South Korea's capital with a metro area that hosts around half of the country's 50 million people, is only about 35 miles from the inter-Korean border.

Strict censorship keeps public debate at bay, but there are signs of growing unease among experts and public alike, a growing number of voices pointing out that North Korea is getting away with undermining Chinese national interest.

It is estimated to bring $1bn a year through illicit activities, including counterfeiting USA dollar currency, producing narcotics, and even smuggling gold.
