Five deaths in Florida have been blamed on Irma, along with three in Georgia and one in South Carolina.

Scott said 65 percent of Florida was without power.

"As the storm approaches from the south, places like Tampa and Port Charlotte are getting strong winds out of the northeast", CNN meteorologist Judson Jones said of the phenomenon.

Curfews were imposed in Miami, Tampa, Fort Lauderdale and much of the rest of South Florida, and some arrests of violators were reported.

Over 4 inches of rain will be possible in the east, with amounts of less than 2 inches possible in west Alabama through Tuesday.

Scott Hagen, director of the Center for Coastal Resiliency at Louisiana State University, said there is a "gee whiz" element to the phenomena.

World Vision said that it has trucks filled with supplies that are ready to be shipped to affected areas.

John Huston, who stayed in his Key Largo home, watched his yard flood even before the arrival of high tide.

Tens of thousands of people huddling in shelters watched for updates. "It's like being on a ship". Governor Roy Cooper said Irma could bring flooding, power outages, and landslides to Western North Carolina. Additional weakening is forecast, and Irma is expected to weaken to a tropical storm this morning and to a tropical depression by Tuesday afternoon.

Six U-Haul Companies across Georgia are preemptively offering 30 days of free self-storage and U-Box container usage to residents who stand to be impacted by Hurricane Irma.
