European Union should enforce rules to prevent vetoes on tax reforms: Juncker

Juncker is expected to say that the European Union appears to have ridden out the tide of right-wing populism that resulted in the June 2016 Brexit vote and the election of US President Donald Trump last November.

Juncker furthermore backed French President Emmanuel Macron's call for a pan-European finance minister to help firefight future crises, although he was against Macron's proposal for a eurozone parliament.

Juncker said the meeting should be held March 30 in the city of Sibiu, a picturesque city in Transylvania that was settled centuries ago by ethnic Germans from Luxembourg, Juncker's home country.

Economic and democratic reforms have been slow across the Western Balkans, which remains burdened by lingering ethnic hostilities more than two decades after the Yugoslav federation broke up.

And he said it was now essential that Brussels didn't see Brexit as a threat that could "unravel the whole European project".

He also proposed the creation of a European Cybersecurity Agency to defend against a growing threat he warns is more risky to democratic and economic stability than conventional war.

"We won't go down in history as the ones who opened our market to China while completely disregarding the possibly drastic consequences for European manufacturing and industry", said Gianni Pittella, head of the center S&D grouping.

He also suggested making his successors as chief executives also the chairs of EU summits, fusing the roles of presidents of the European Commission and that of the European Council so as to make EU structures more comprehensible at home and overseas.
