U.S. Treasury Secretary Steven Mnuchin warned China, North Korea's main ally and trading partner, that if it did not follow through on the new measures, Washington would "put additional sanctions on them and prevent them from accessing the U.S. and global dollar system".

He said: "The worldwide community has shown it is united against the illegal and reckless acts by the North Korean regime".

"If it agrees to stop its nuclear program, it can reclaim its future".

The new sanctions imposed unanimously by the UN Security Council Monday ban North Korean textile exports and restrict shipments of oil products.

Kim Hyun-Wook of Seoul's Korea National Diplomatic Academy, predicted: "The sanctions will only provide North Korea with an excuse for further provocations, such as an ICBM launch".

The official defended the USA mission from critics who say the sanctions were watered down, arguing an early draft from the US was given to the press to place pressure on any who might seek to soften the sanctions.

The resolution also bans all textile exports and prohibits all countries from authorizing new work permits for North Korean workers. Tensions in Korea have soared, but they may still soar higher. So the two million barrel cap could be cutting existing imports 10 per cent, or slashing them by more than half.

A draft resolution needs nine affirmative votes from members of the Council and zero vetoes from permanent members in order to pass.

"We wanted those who would be inclined to water down the text to own that position", said the USA official.

North Korea has said the United States will "suffer the greatest pain" over its role in the imposition of the latest sanctions on the country.
