Both countries could veto any new resolution.

But time is running out as North Korea speeds up work on its nuclear program.

It was the ninth sanctions resolution unanimously adopted by the 15-member council since 2006 over North Korea's ballistic missile and nuclear programs.

"If China doesn't follow these sanctions, we will put additional sanctions on them and prevent them from accessing the U.S. and global dollar system-and that's quite meaningful", Mnuchin said during an event at CNBC's Delivering Alpha conference in NY.

The five permanent members of the U.N. Security Council and Germany conducted long-running talks with Iran that led to a 2015 deal for worldwide sanctions to be lifted in exchange for Tehran curbing its nuclear activities.

The final version of the sanctions fell short of US's draft proposal that called for a complete oil-supply ban and freeze of Kim's assets overseas. The Trump administration had proposed harsher restrictions placed on Pyongyang last week, especially on oil. China is also North Korea's biggest trade partner. North Korea's nuclear program was the immediate trigger for the new sanctions, but the asset freeze was reportedly removed to ensure Russian Federation and China would not block the proposal. A previous version would have allowed countries to stop and board vessels thought to be breaking United Nations sanctions.

The resolution also requires that those inspections be done with the consent of the countries where the ships are registered, which opens the door to violations. But the detected xenon-133 is a radioactive isotope that does not occur naturally and which has been linked to North Korea's nuclear tests in the past.

Some 93,000 North Koreans work overseas, providing Kim's regime with a source of revenue to develop its missile and nuclear programs, according to a United States official familiar with the negotiations.

KELEMEN: It did seem so to many of us who have been watching this. It was meant to be maximalist.

"It does sound like US patience is running out", Ruggiero said.

Seoul's presidential office welcomed the new resolution, saying that its approval confirms that the worldwide community holds the shared belief that stronger measures are needed. What are diplomats saying about that?

"The one factor working in favor of these sanctions being implemented is that the Chinese and Russians have to be fearful that the USA will impose its own sanctions on Chinese and Russian companies", he said.

In addition, conditions for searching North Korean vessels have been eased, and North Korean entities have now been banned from conducting worldwide projects. So they're urging kind of patience to see where this goes. This was never touched by earlier UNSC sanction resolutions.

Haley said these are by far the strongest measures ever imposed on North Korea.

"The textile sanctions actually might have more impact, as they are probably a good source of value-added income - value added by people you don't have to pay much - for the regime", he said.

But there's another problem, Kelly, and that's the North Koreans don't look eager to talk. "I've pointed out this involves us, we are closer to these nuclear weapons than Los Angeles".
